INTRODUCTION & BACKGROUND

 

Alive & Thrive (A&T) is an initiative to save lives, prevent illness, and ensure healthy growth and development. From 2009 to 2014, A&T demonstrated that rapid infant and young child feeding (IYCF) improvements are possible in settings as diverse as Ethiopia, Bangladesh, and Viet Nam. In 2014, A&T began working in Burkina Faso, India, Nigeria, and throughout the Southeast Asia region, expanding its scope to include maternal and adolescent nutrition, and using agriculture and social protection programs as delivery mechanisms for maternal, infant, and young child nutrition (MIYCN). A&T is leveraging its robust network and knowledge base to strengthen systems and build capacity in these and other countries across Africa and Asia, and disseminate innovations, tools, and lessons worldwide. The A&T initiative, managed by FHI Solutions, is currently funded by the Bill & Melinda Gates Foundation, the Government of Ireland, UNICEF, the World Bank, and other donors.   

 

In East Asia Pacific (EAP), A&T provides strategic technical assistance to governments and a network of local partners with a focus on eight countries (Cambodia, Indonesia, Laos, Myanmar, Papua New Guinea, the Philippines, Thailand, and Viet Nam) to facilitate policy and system reforms aimed at increasing investment and creating an enabling environment for MIYCN. With funding from the Government of Ireland, A&T is strengthening MIYCN service delivery, focusing on equity to reach the most vulnerable in Cambodia, Laos, and Viet Nam. With funding from the World Bank, A&T is utilizing global evidence to inform the Government of Papua New Guinea’s social and behavior change strategy under a national multi-sectoral stunting reduction program. As an endorsed technical assistance provider to the Association of Southeast Asian Nations (ASEAN) Health Cluster, A&T supports the development of regional standards and collaborates with member states to improve the quality and coverage of MIYCN policies and programs throughout the region. 

 

Alive & Thrive developed the Virtual Violations Detector (VIVID), the first and only AI autodetection tool for Code monitoring currently in use by government. VIVID is a digital assistant that scans websites, social media channels, and shopping platforms to autodetect violations of national and international regulations and recommendations. These marketing restrictions protect public health by limiting the marketing of products such as alcohol, tobacco, commercial milk formula, feeding bottles, and pacifiers, protecting the access to impartial and accurate public health information.   

 

VIVID was created in Viet Nam in 2022, through a partnership with the Ministry of Health and the Ministry of Information and Communications. In the same year, VIVID also expanded beyond Viet Nam, and an English tool was replicated using the Code as benchmark to detect violations of select companies in Australia, Hong Kong (Special Administrative Region of China), Malaysia, New Zealand, Nigeria, the Philippines, Singapore, the United States of America and the United Kingdom of Great Britain and Northern Ireland. The experience gained from using VIVID to conduct Code monitoring has led to the expansion of VIVID being used to monitor online marketing of tobacco and alcoholic beverages in Viet Nam. As such, in 2022, VIVID was able to detect 550 tobacco advertising violations and 298 alcoholic beverage advertising violations. In 2023, VIVID was expanded to three new languages by UNICEF  Mexico, Argentina, Laos and Mongolia country offices.

 

Based on the above experience, Alive & Thrive is developing AI guided Gambling Advertising Tracking and Transgression Assessment (AGATTA) system that aims to improve our knowledge on the subjects covered by sports betting advertisements and any infringements of the law in this area in collaboration with French Monitoring Centre for Drugs and Drug Addiction (OFDT). Online gambling marketing is particularly aggressive, abundant, intrusive and viral, and a recent OFDT study revealed that advertising and other commercial communications may contravene the legal provisions in force. The aim of this call for tenders is to find a solution using artificial intelligence to better screen and (pre-)assess advertising and commercial communications in favour of sport bets on the Internet and social networks: the AI guided Gambling Advertising Tracking and Transgression Assessment (AGATTA) system. Such a system is also designed to inform preventive responses aimed at young gamblers.

 

PURPOSE

 

The purpose of this Request for Proposals (RFP) is to solicit quotations for the development of AI guided Gambling Advertising Tracking and Transgression Assessment (AGATTA).

 

SCOPE OF WORK & DELIVERABLES

 

The selected vendor shall develop AI guided Gambling Advertising Tracking and Transgression Assessment (AGATTA), a semi-automated monitoring and control of commercial communications/ advertisements based on: 

  • automated monitoring and detection of advertising or commercial contents, using the recognition and multi-channel targeting power of AI;
  • automated pre-qualification of the legal or transgressive nature of the content identified on the basis of the detection criteria assigned to AI;
  • final human validation of the content detected.

The selected vendor will be responsible for the various stages in the creation of the software: planning, design, translation and localisation (consisting of translating and adapting the content to French cultural specificities), development, testing and deployment in the OFDT’s IT environment. The technical sustainability of the system and its scalability in terms of administration, hosting and updating are essential.

The selected vendor undertakes to comply with:

  1. The European General Data Protection Regulation GDPR) 2016/679 of 27 April 2016 and the French Law no. 78-17 of 6 January 1978 on data processing, data files and individual liberties
  2. As OFDT is a public body, governed by French and/or European Union law, the service provider must use sovereign IT solutions wherever possible. For example, prioritize using OVH, Outscale, for Cloud; French-specific NLP, like FlauBERT, https://piaf.etalab.studio/francophonieiaenglish/;  https://github.com/getalp/Flaubert and Mistral AI, for AI framework or API.

 

Cost proposal:

 

A&T requests interested bidders to provide quotations in VND with a detailed cost breakdown.

 

Quotation must include all associated costs including but not limited to fees and taxes, etc. Bidders can use their own budget templates or FHI 360 budget template as attached. 

 

Please include VAT in the price quote as FHI 360 is not VAT exempt.

 

SUBMISSION REQUIREMENTS

 

To be considered, bidders must provide the following:

 

  1. Presentation of the company and professional references
  2. A technical 3-fold chapter including
    • the methodology for developing the software, by specifying the different steps, the hosting specifications, and the response to data protection and GDPR requirements (see II.B). In its tender, the bidder will provide a projection on maintenance conditions and specify the intellectual property conditions envisaged in order to enable the OFDT/commissioner to use, adapt or even share the AI-based software with a nonprofit third party subject to French law;
    • the provisional timetable in 2025 (if the need for an extension beyond 2025 has already been identified, specify it here);
    • dedicated resources (number of days’ work, team qualifications, subcontractors if any).
  3. Confirmation that the bidder does not use any equipment from Huawei Technologies Company, ZTE Corporation, Hytera Communications Corporation; Dahua Technology Company; or Hikvision Digital Technology Company.
  4. The email address that Alive & Thrive may send a confirmation of receipt of your submission

 

CONTRACT MECHANISM

 

FHI 360 anticipates issuing a firm fixed price purchase order.  The purchase order will be issued in the local currency (VND) to the responsive offer or whose quote meets the above requirements and offers a competitive price. Once an award is issued, it will include a fixed price payment based on completion of the scope of work and verification of the quality and quantity of delivered products. 

 

EVALUATION CRITERIA:

 

Quotations will be evaluated and ranked by a committee according to the price quotation information provided. Only bidders able to provide all the requirements listed above will be considered.  

 

Selection shall be based on the following weighted categories:

  1. Price: 50%
  2. Methods applied to guarantee data security and compliance with the GDPR and French/ European sovereign IT : 30%
  3. Past experiences & References:  20%

 

NOTE:  FHI 360 will not compensate the company for its preparation of response to this RFP nor is the issuing of this RFP a guarantee that FHI 360 will award a contract.  

 

TERMS AND CONDITIONS

 

Bidders are responsible for review of the terms and conditions described below and in the award template attached.  Payment terms will be discussed in the final award documentation.

 

All prospective vendors must comply with the safeguarding policies of our organization. Any violations of the policies may result in immediate contract termination without liability for the organization.

Hanoi, Viet Nam time.  Proposals received after this date and time may not be accepted and may be considered non-responsive. FHI 360 will acknowledge receipt of your submission by email. Proposals must be submitted in electronic format using Microsoft Office compatible software.

Inquiries and answers to inquires will be shared with all applicants. No telephone inquiries will be answered.

PERIOD FOR ACCEPTANCE OF OFFERS 

 

The bidder agrees to hold the prices in its offer firm for 30 calendar days from the specified closing date.  Bidders may withdraw offers prior to the closing date via email.

 

WITHDRAWAL OF QUOTATION

 

Bidders may withdraw quotations by written notice via email received at any time before award. Quotations may be withdrawn in person by a bidder or his/her authorized representative, if the representative’s identity is made known and the representative signs a receipt for the quotation before award.

 

OFFER VERIFICATION

 

FHI 360 may contact bidders to confirm contact person, address, quote amount and to confirm that the quote was submitted for this solicitation.

 

FALSE STATEMENT IN OFFER 

 

Bidders must provide full, accurate and complete information as required by this solicitation and its attachments.

Proposals become property of FHI 360.

  • FHI 360 may cancel the solicitation and not make an award
  • FHI 360 may reject any or all responses received
  • Issuance of a solicitation does not constitute an award commitment by FHI 360
  • FHI 360 reserves the right to disqualify any offer based on bidder failure to follow solicitation instructions
  • FHI 360 will not compensate offers for response to solicitation
  • FHI 360 reserves the right to issue an award based on initial evaluation of offers without further discussion
  • FHI 360 may choose to award only part of the activities in the solicitation, or issue multiple awards based on the solicitation activities
  • FHI 360 may request from short-listed bidders a second or third round of either oral presentation or written response to a more specific and detailed scope of work that is based on a general scope of work in the original RFP.
  • FHI 360 has the right to rescind an RFP, or rescind an award prior to the signing of a subcontract due to any unforeseen changes in the direction of FHI 360’ client, be it funding or programmatic
  • FHI 360 reserves the right to waive minor proposal deficiencies that can be corrected prior to award determination to promote competition
  • FHI 360 will be contacting bidders to confirm contact person, address and that bid was submitted for this solicitation
